Okay, so I have a program running at 400 fps, and I just figured out that that can be a problem. Anyway, I seem to have a bad issue with horizontal tearing, and I guess I understand why. My question is this: I have seen a few games with something called VSYNC which "eliminates horizontal tearing". I wanted to know if anyone knows how I can do this in my own program? Thanks. I also was wondering if anyone knew what would cause weird angle warping as a camera rotates around polygons?

It's very easy - in your D3DPRESENT_PARAMETERS structure, just set the PresentationInterval member to D3DPRESENT_INTERVAL_ONE. If you want to disable vertical sync, set it to D3DPRESENT_INTERVAL_IMMEDIATE.
