I've been hearing about US companies outsourcing programming jobs to other countries. Would this mean that it would be harder to get a job as a game programmer (or something in that area) if I lived in the US?

Not significantly no. Some work is being outsourced to India and other Asian countries but not enough to have had a significant impact on US and European development. I am sure there will be a growth in outsourcing but it is also important to realise that overseas developers (especially in Asia) have growing domestic markets to cater for so quality staff will be busy working on local projects.
