I just noticed something, whenever i open the task manager to look at the preformance then in the beginning it says that the cpu is 100% full and then it quickly falls backdown. Is this normal? What's the reason for it? Thanks.

Maybe because the task manager needs to initialize (fetching process information, painting the window)?

Probably just a default value, and then the program has a chance to poll (when its first polling event fires).

Try this: Immediately after opening the task manager window press print-screen and paste into Paint. On my computer it says that the taskmgr.exe process itself is taking up 99% CPU.

I get the same thing happening to me. I think it is probably normal.

That's taskmgr probing the system and generating those nifty little graphs and such, as well as sorting the process list, etc. Completely normal.
