Windows Capable Compilers: MSVC, Cygwin (is it free?), Borland, Borland 5.5 Command Line (free, look in their museum area, you have to login).

Programming Web Sites: Winprog.org, CProgramming.com, CPlusPlus.com

Graphics API''s and Related Website: OpenGL (http://nehe.gamedev.net/opengl.asp http://www.opengl.org), DirectX (http://msdn.microsoft.com/directx). Please, don''t ask which is better, it causes flamewars to begin. Here''s a rundown: Neither is better. OpenGL has hardware extensions and is multiplatform. DirectX works on crappier video cards.
