I dunno about web *design*, but Python can be used as a back-end scripting language for websites. It could, for example, replace PHP or ASP. It's fairly popular for this. Even Google uses it. For design, I don't really know how that'll work. You could certainly make a web design program in Python, but I don't think that's what you're asking. Maybe you could tell us more about what you're looking for. (Are you looking for something like Dreamweaver? Or &#106avascript? Or DHTML? Or something else entirely?)

That's really astonishingly vague. Python can do pretty much anything "as far as the Internet goes", by my understanding of the phrase.

Python certainly isn't a Dreamweaver substitute, though. It just isn't the same kind of thing.

The Django Project (http://www.djangoproject.com) is written in Python. I found it very easy to get up and running with Django, though to implement anything other than a simple app involves lots of reading.
