I am wondering what this flag is for. Is this to create a ID3D10Buffer which is to be filled with data to set all the variables in a particular cbuffer in one Set call?

It means that the created buffer can be bound as a shader constant buffer.

You really might want to consider reading the documentation before you post here; the bulk of your questions I've seen so far are quite clearly answered there.

I did read that, but I was wondering if it was related to the "cbuffer" keyword defined in effect files.
