when do you consider an engine, an "engine"

Thats a dumb question. Thats like when is a program consider "a program". You can call any old P.O.S. an engine if you want, but compared to other engines, its just "a crappy engine"

In my opinion you have an engine when it is possible to make a game with no (or virtually no) changes to the source code of the game (besides bug fixes of course).

Now, most of the time in the commercial game industry, when a company uses an engine from someone else (Quake engine, Unreal engine, etc), they make modifications to either update the technology or make it do something that it couldn''t do before that is needed for their particular game. However, those companies didn''t HAVE to make those changes to make a game of some kind

An engine is an engine when you can make a game (or whatever it was intended for) from it, by only providing states, state changes, scripts, models, textures, sounds, control templets, and other media. I prob. forgot some stuff, but I think you get the idea. Though engines ARE modified as technology grows, but otherwise the engine should not need to be modified if it is "complete". As jaxson said, bug fixes are the exeption. Perhaps I am wrong, but that''s MY option.
