MK Studios is now Wasteland Studios!
However, they can copyright the name. Its why you can't make something called Diablo. Its a word, but I recall there was a lawsuit that happened over it. I remember reading about it. A phrase would just be the same.
What I'm not sure about is.... Is "World of Warcraft: Eye of the Storm" the same as "Eye of the Storm" under the copyright.

Good point, but I still doubt there would be legal complications because there is enough difference between the two to distinguish a difference. I.E. I doubt I would have no trouble making a FPS and having a game mode called "Fallout".
Granted I'm no expert with copyrights, nor am I a lawyer. Fortunately changing the name of a game with such a title shouldn't be a problem.

Actually copyright does not cover names (and titles, slogans, or short phrases). Trademarks cover names and I highly doubt that Blizzard has registered the "Eye of the Storm" trademark. Typically, you only register a trademark if you're actually selling something under that name. So, I'm sure they've registered "World of Warcraft" and "The Burning Crusade", but probably not anything else in WoW.
I really doubt he'd be guilty of copyright breach. Like someone pointed out before, it would have to be trademarked rather than copyrighted. Additionally, eye of the storm is something that occurs in the real world.
Consider this: A scenario in a game is called "Red Alert". Or a sidequest is called "The Clocktower". I doubt the developers and/or publishers of either game would start suing.
The opposite holds true here, as well. For instance, I could create a game called "Undying Storm". The name (as far as I know) isn't trademarked, although the name makes a relatively minor appearance in Final Fantasy X-2.

I tried looking at the art but it came up with some "file not found" error and then a bunch of pictures of half naked girls...
