It depends on whose web services (Axis, WebLogic, etc.) you're using on what tools are included. Java2WSDL comes to mind.
But isn't creating the WSDL from code putting the cart before the horse? Generally, you want to define the interface before coding the service. Unless you have some legacy code that needs to be accessible via a web service, going the other way is usually a bad idea.
