I've found FEAR 2 to be a major disappointment for the very issues you've outlined there.

Mittens is mostly right, I personally still enjoyed it.

I've played both on console, and it's pretty apparent the polish on the second is much, much higher than the first. The first game is overall better, however, because it has a better overall feel and will scare the bejeezus out of you to a greater degree.
