Maybe, but I doubt it - rapid drastic evolution is more the domain of microscopic organisms.

I'd guess that jellyfish overpopulation has more to do with human intervention than anything else. We have done significant damage to salt water ecosystems, including reducing many whale and shark species (et al) to endangered species status, not to mention the pollution.
