For all the art types it is very essential.
For programmers, not so much.
A programming portfolio provides evidence that you can do the job, but there are many forms of evidence that you can provide.
That evidence includes a college degree, work experience, game credits, lists of projects you have worked on (both personal projects and academic projects), certifications, and so on.
Most studios don't expect much of a history for junior level programmers. A college grad with no portfolio can get a job.
