Does anybody know of a good Visual Basic tutorial that is just about the language and not making Windows Forms? I can't seem to find one.

The best way to learn the language is to make forms, so that you have some visually responsive thing to see what your code is doing. I doubt very much that you will find a tutorial which only concerns language syntax without the context of how it would be used.

There is a wealth of resources available for beginning VB.net programmers in MSDN.

As mososky said, Forms are an easy way to introduce stuff, since you get a visual interface on your data with very little work. However, any general programming concepts that you learn alongside using Forms, you can apply to console programs and services as well.

If you want to create non-visual tests, you can create a console application where you interact with the user via the Console class. Even though this type of app doesn't have a discrete user interface, you can still use all .net classes and programming constructs within it (except those that explicitly require a graphical window to work).

You can always put debugger breakpoints in your program if you want to inspect its state without explicitly writing your stuff to the console. Using the debugger efficiently is the most productive activity a beginner (and a professional) programmer can do.

For the first steps, I recommend learning about the operators like +, -, * and / (and many more) that let you perform basic maths on variables. Once you are able to ask the user those variables, perform a calculation on them, and give the results back to the user, you're well on your way to learning the language. And it isn't too difficult to get to this stage.
