Registry

Are program registry-settings in the same place, in Win98 and Win2000? I mean, for example, if USER1 has a program called PROG1 installed in Win98, and makes a patch which tweaks some registry settings for that prog, will it also work for USER2 who has the same program installed in Win2000 ?
