I am trying to add a messaging system to my plugin framework that would allow the plugins to communicate with each other. For networking I am using Raknet. Now for the messaging system would I also use RakNet? If I used RakNet for the messaging system then it would add the added benefit of being able to split the server plugins up onto several physical servers which would help in load balancing the servers. However on the other hand it would also increase the amount of bandwidth being used.

You need to define:

What are the kinds of messages I can send?
How do I know what kind of message a plugin is trying to send?
Whom can a plugin send messages to?
How does the plugin know what targets there are for messages?

Once that's defined, whether you need networking or not should fall out of the design. One possible design is that messages all go through a single "posted messages" queue, which puts messages aimed at local entities into their incoming queues (no networking needed), but puts messages aimed for targets on other machines in the network queue for that machine (which may need to be created, perhaps). This single queue could be used both for incoming and outgoing messages, where the network connections to other machines would just be another source of messages for the queue to dispatch.
