what is it and how does it work?

quick search through bing and google turned up with nothing.

-edit-
Is it similar to Cg Runtime, where it's just basically a set of APIs that allows the application to compile and link with the shader programs at runtime?

Googling for DirectX, rather than Direct3D, and "runtime" should help you a bit more.

Very basically, when installed and enabled, it provides quite detailed messages to the MSVS output (debug) window when an application is run. That info often includes detailed descriptions of errors, as well as other information about the way your DirectX application runs. Example output:
Quote:
Direct3D9: :====> ENTER: DLLMAIN(00dad6e0): Process Attach: 00000aac, tid=00000bec
Direct3D9: :====> EXIT: DLLMAIN(00dad6e0): Process Attach: 00000aac
Direct3D9: (INFO) :Direct3D9 Debug Runtime selected.
Direct3D9: (INFO) :======================= Hal HWVP device selected

Direct3D9: (INFO) :HalDevice Driver style 9

Direct3D9: :DoneExclusiveMode
Direct3D9: (INFO) :Failed to create driver indexbuffer
D3D9 Helper: Warning: Default value for D3DRS_POINTSIZE_MAX is 2.19902e+012f, not 1.44115e+017f. This is ok.
Direct3D9: (WARN) :Ignoring redundant SetRenderState - 7

Direct3D9: (WARN) :Ignoring redundant SetRenderState - 29

Nitpick: The debug output is specific to the debug runtime, you don't get any output and you get less error checking with the retail runtimes.

The D3D runtime is the D3D runtime library, i.e. d3d9.dll. I.e. it's the D3D library.

So then the D3D debug runtime is optional? Is it provided with the SDK?

True, true.

My post should've been more like:
"it provides quite detailed messages to the MSVS output (debug) window when an application is run in debug mode from the IDE, with even more information provided if you define the preprocessor directive D3D_DEBUG_INFO in the Debug configuration."

Better?

EDIT: If you install the SDK, a DirectX control panel will be added as another member to your Windows Control Panel. The DirectX control panel has the option of selecting Debug or Retail runtimes, as well as setting the level of debugging and other options.

The debug runtime is, yes. It comes with the SDK. Usually when you refer to the "DirectX runtime" they mean D3D itself, not the debug runtime.
