First you need to learn C++ with:
"Sams Teach Yourself C++ in 21 Days"
and then learn OpenGL with the ultimate book:
"OpenGL Game Programming"
Make sure you know C++ very well first. And then after C++, you can either go right into OpenGL or into the Windows API and then OpenGL.
Good Luck.

Python and probably Perl too =)
I just picked up the OpenGL Super Bible, I found that pretty good. I like books that border of reference material with short and sweet explanations...I found the SuperBible to be much better than the game series of books about OpenGL. But I learn better with concepts applied rather than applied concepts.
You can also find manuals on OpenGL as well as a lot of other links, utility programs and information on www.opengl.org.
G''luck!
