I noticed that a lot of games use tools like terrain builders and stuff to make it easier to devellop levels and to make it easier for the artist to incorporate his work. When should you start thinking about develloping tools for a game to devellop your levels in a graphical style(like the ones used for develloping mods).

I advise as soon as you start developing an engine, you should develop the related tools. In fact, your editors/modelers/etc should use much of the same code as the engine itself. This presents an advantage in that it allows you to start creating content early and testing not only game mechanics but stylistic considerations like whether a graphical method is actually appropriate and so forth.

Hope that was coherent.
