Microsoft moved the DirectX stuff over to their MSDN site.
You should be able to find it here:
http://msdn.microsoft.com/directx/downloads.asp
If you''re on a slow net connection, consider downloading just the documentation, headers and libs. (There''s a link for that off the main page). That stuff is only about 7 megs total.
The full SDK download including all samples is 128 megs!
