I do believe the fastest is to generate random vectors in a unit cube, reject those with a length bigger than one and normalize.

I'm thinking icosahedron, subdivide triangles, connect adjacent triangle midpoints. You'd get 12 regular five-sided polygons, though. I'm not sure if you can get away from that.
