How do you make Baldurs Gate Style Maps?

Does anyone know how they made the *outdoor* maps in the Baldurs Gate series of games? What I am trying to figure out is how they made the *ground* look so good. They mix a lot of textures together and the maps are huge so I figure they assembled them using a 2D program like Photoshop. If they did use Photoshop, what techniques do you think they used to blend them together so well?

I guess they put the textures together at runtime, using either multitexturing or blending.

If I remember correctly, baldur's gate used a sort of big bitmap engine. Basically a gigantic bitmap was drawn by the artists and this was used as the map in the game.

I'm not an artist, so as for how they made it look so good, I have no clue.
