hey LE, it sounds as if you''re just starting out, and the method you use depends entirely upon what you want the final result to be.

first, is this top view, side, or first (or 3rd) person 3d view?

if it''s 3d and you want it in realtime, bmps and avi for motion are out of the question if you want to give the user any control.

on gamedev.net much 3d programming is discussed, i would recommend you take a look at how direct3d and/or opengl as a method of fast, stable output to the screen. you must, however still create/load all the graphics and 3d data used by your application, this data is then loaded in a format opengl/direct3d can use, then placed, viewport is defined, and motion is faked by an inverse movement of the players ''movement''.
if you are looking at making a 3d app, you must do much research.

ps. for simple opengl tutorials i would recommend nehe.gamedev.net/opengl.asp
however, more information from you would be helpful for us to answer your question, (also, if anyone else has some good links?)
