Can you develop GBA games without a license ?

Yes you can. But you won't have access to the official docs and devkits. Once you get a publisher, he will provide you with a license.

Amateur toolkits like HAM allow you to develop GBA games without any official devkit or documentation. I can imagine that even pros use 3rd party tools like that because the official GBA development tools are rather minimalistic (I heared [wink]).

[edit]
There is a very active GBA development community, GBADEV being one of the most popular.
Programming GBA games is fun and playing them on actual hardware is even more fun [smile]

You can develop for GBA, but you must go thru an *licensed* publisher if you want your game to see the light of day. Even if you have the money, Nintendo will not allow you to publish your game unless you meet a few requirements.
