Download the DirectX SDK. I've linked to it here:

The SDK is an amazing thing. Not only does it provide the required files to make a program, it comes with a complete run-down on how everything works. I was quite impressed. It also includes tutorials, samples, and articles. It's much better than anything I could find on the 'net.
