Like any computer purchase, ask your self why you are buying it, and make it meet your needs.

Also, you can't upgrade a laptop and you pay about an extra 50-100% more for each part, so pick your parts carefully.

As far as "I'm leaving the country soon", you might be better off waiting until you move, depending on your source, destination, and possible duties.

HP makes good quality laptops(from my experience). What will you be using it for? For web browsing, IM'ing and Office apps I would recomened something with Centrino Technology. Good wireless, low power comsumption, and the Pentium M is saposed to be really good.

If you want something with a lot of power I would go with something with a Turion 64 or Athlon 64 in it.

I've got a Pentium M and I'm very happy with its gaming performance. Half Life 2 and Age of Empires 3 seem only limited by my graphics card, and it's fast at compiling (Mmm... 2MB L2 cache).

I'd recommend a Pentium M system with a good graphics card (if you plan to game). I've got a Dell and I'm happy with it, but it seems expensive unless you can get some good coupons.

I have heard a lot of good things about Toshiba Satellites (think I may have spelled it wrong...). A couple classmates have them and haven't had any problems with them. It depends what you are looking for though (power vs battery life, etc).

Are you buying a desktop replacement (laptop form factor solely to enable relocating your workstation from the den to the kitchen in under 15 minutes) or an ultraportable (light weight and long battery life make invaluable for trips, meetings and presentations at the cost of sheer power)? Anything else really isn't worth it, as the battery life is too miserable for you to be truly untethered and too heavy for serious portability.
