I have a Radeon 9200SE right now, and am looking at a GeForce 6600. Is this a better card (ignoring Mem and other variables)?

Yes. The 6600GT is even better.

Be careful: having a 9200SE probably means your PC only has an AGP port. Right now, the best picks for an AGP would be (listed in order of speed):

a) An ATI X850PE (Platinum edition, though this only supports SM2.0b and not 3.0 - which might be bad if you'd like to develop high-end shader stuff)
b) A Geforce 6800 (GT or GS versions - I don't know if the latter come in AGP).
c) An ATI X800GTO (SM2.0b only, as well)
d) A Geforce 6600GT.

The Geforce's all support SM3.0. Make sure to buy a 256MB card, preferably with GDDR2 or GDDR3 memory, and make sure that your PSU can provide the extra juice needed.

Personal recommendation: I wouldn't buy an expensive card right now (I'd prefer to keep money for a full system upgrade next year). Also, keep away from ATI's X700 and lower cards, and as well as Nvidia's 6600s and lower. Though a 6600 with GDDR2 might be a good pick if you are sort on cash.

See Tom's Hardware and Beyond3d for card reviews.
