My first attempt to walk around in 3d will be this week, and I'm curious should I rotate/move the entire scene or just rotate/move the camera position?

It's all the same as far as OpenGL is concerned; the differences are purely conceptual. FYI the Red Book (which is available online) has a discussion of relative transformations, cameras, objects, and so on.

This tutorial does a good job explaining what you are asking:

Just don't forget that the transform before rotate rule applies to objects in your scene and not cameras. Cameras you can do a rotate before transform and then invert the values.
