The only Delphi3D I have heard of is a site that specializes in using OpenGL and Delphi. The engine that the site owner is building is called Untitled3D.
If your into DelphiX, Turbo is the place to be. Check the DelphiX page at:
http://turbo.gamedev.net/delphix.asp
For OpenGL with Delphi, try: http://www.gamedeveloper.org/delphi3d
