Nope. Professional developers (Konami, Capcom, Ubi Soft, etc) get there's for about $2000.

I've always wanted to tinker with old consoles, how hard do you think it would be to get a dev kit for say an SNES\N64?

Nope. From what I've read it's definitely less than $10,000. You gotta remember it's basically a GameCube Dev Kit. Plus they want as many companies onboard as soon as possible.

Well, what defines a 'professional' company? Bit of paper work to set up a legal business, get 4 or 5 other programers to chip in a few funds, work part time on it. Lots of paperwork, and a few fees, but shouldn't be too hard. I would do this now, but I don't have the experience (programing wise) or the friends to work with. However I apparently have easy access to the funds, just a bit of paperwork to fill out at a few different places and I get several grand for small business startup funds. I'm just trying to work out a business plan that includes paying all employees to go to university,... so far, no ideas that don't include goverment funded room and board for 5 to 10 years.
