I want to start a team for making an online racing game i have the money to pay the programmers and the grafic desiners. But i don't know how maney to hire and do i need to hire any other position people?

Mr. Patel,
You should hire a professional development company. Let them decide how many people are needed, based on your GDD. You can find developers on Gamasutra - click the Companies tab.
Of course, your game won't be an illegal gambling game...
