Ya, but not all power supplies are created equally. I've learned not to go cheap on the PSU because I had a similar problem. Upgrading to a more expensive (yet same wattage) PSU fixed my problem. It is not wise to go with some generic off-brand unit just because it is cheap. So even if he does have 400W, which may be enough, it may still be the problem.
