Silverlight for non-programmers

Assume an individual has no previous programming experience. Would Silverlight and XAML be a good combo for this person? Why or why not. This person wants to make RIAs, perhaps Silverlight based games. I am currently tutoring a person who is interested in programming, he is in this scenario.

My reasons is that there is too many changes going on with Silverlight right now. I have a friend who tried messing with Silverlight 1.0 and while you can do some cool stuff/effects with it he's all confused now since it used XAML and &#106avascript and now Silverlight 2.0 is going to let you use VB/C# with the .net framework and he doesn't know C# or the .net framework!<br>If you are still interested you might look into Microsoft Expression Studio since that was designed for people with no programming experience to be able to create XAML.<br>
