A Browser based 2d sidecrolling click to shoot - mofps. Sort of like an online version of Heli Attack 3 (a popular flash game "Google It To Play") but with a lobby to enter matches, and some other features. Ive Thought of Flash, Flex, and possibly java, but i need to know which ones would be more suited for a project like this one and why.

Whichever you're most experienced and comfortable with, both in terms of language and API.

If you want to be setting up competition between multiple players, you'll need some kind of centralized system that does the actual matchmaking. In addition you obviously need the client program that each player will run locally. As noted already, use whatever technology you're familiar with, if possible; if you're not comfortable with anything in particular and/or you want to stretch your skills a bit, I'd suggest Flash for the client side and something like Python or Ruby to do the server/matchmaking side.
