Any 2D jrpg character editors?

Im working on an jrpg similar to ragnarok (by art style) and was wondering if anybody knows of any 2D character editors that can generate characters for a stand alone rpg and are legal to use like that. Most of the character creators Im familiar with come with rpg maker and other sdk's like that. Im scoping out for a standlone commercial version of that.
