For making simple 2D games, I'd recommend Game Maker 7. It involves a minimal amount of programming, allowing you to quickly explore the other important parts that make up a game - art, sound, design, etc.

Longer term, if you want to develop for a console, I'd recommend learning the C# language and then using the XNA Framework to develop a game for the Xbox 360.

I'd highly recommend you start with 2D games for the PC. Less than that even, maybe a text-based adventure if you've just started programming.

Do you already have a language in mind?

To break into console programming, it might be worthwhile looking at either homebrew toolkits, or Microsoft's XNA.

By "counsel", do you mean game-consoles like the SNES/PlayStation/XBox?

If so, then programming for them is far more advanced than just sticking to your PC until you've learned the ropes. If you haven't done any programming before, then start with text-only games. Then go to 2D once you're comfortable with coding.
