Iff the initial user base is of high IQ, then newer users must be within a certain range of that IQ to be accepted in the "social circle", while those that deviate the greatest from the mean IQ will slowly be elliminated. Over time, this should have the general effect of increasing the mean IQ.

You forgot one important thing. People can have a high IQ and still be annoying as fukkk!!!!
